Shame we aren't as good with the NHS administration as say the Spaniards are with theirs, and invoice the country of origin for any health care bills.

  I am erring on this I seem to remember reading that althought hey do this they still dont get paid not 100% bit like the old CD plates on cars and they never paid but were meant to America was worse I read for non payment of parking ..but I expect its changed  any ways worst leader is debate that could go on I mean I betcha there are a load of luxery goods shops in many capitals around the world that will say .......

Rather than illegal, me thinks that the word that you are looking for is oxymoron
