You have more chance of catching an STI by having oral without a condom than catching HIV you know. The actual statistic for actually catching HIV through any form of sex other than anal sex is if I remember correctly about 2%. That's besides the point, she clearly is barking mad. AVOID!

I would never pay 'extra' for BB with a girl, going BB is just asking for trouble.  I have however seen two girls that offer this as an extra but I chose to not partake of their offer and settled for a normal meet.

They were both genuinely nice girls, both clean and doing the job in their spare time as they had full time jobs and not addict, alchies or skanks.
