I've met Japanese in punting and non-punting who've done that (e.g. asked me to procure spermicide before sex or whipped out anti-bacterial and used below) so it's probably normal over there.

Imagine any other WG allowing you to bring your own, already opened condom.

Our condoms already have spermicide on them (at least the ones I've ever used), and adding an antibacterial agent would provide bugger all protection over and above the condom itself.
