No, you have to ask and deal with the ladies on the phone. On average, you pay 50 to 70 euros for 30 minutes...

I’m headed to Berlin soon. Is there a way to find out if OWO is available from agencies ahead of time post the change in the law? Or is it always available with an up charge with the lady?

OWO is actually standard in Germany, washing facilities are always offered and must also be used. CIM you have to negotiate as well as everything else if you have special wishes.

EDIT: Don't get me wrong , penetration is always protected !

The ladies who advertise in daily newspapers or ladies.de work mostly for years from an apartment or house, and hope for regular customers, so the service and cleanliness is very good.

With clubs, caution is necessary, because of the flying tarts  who only want to make money and move from city to city. Most people in Germany understand and speak English quite well. therefore, the negotiations in English should not be a problem.

G'morning ..there are no problems with the law in Germany, prostitution is almost recognized as a profession. That's why you did not have as much flying tarts as in the UK. The business model of many ladies in the UK is to come to the city, deliver a poor service until it is well known in the circle, and away to the next city. As mentioned, in Germany, the ladies put on regular customers, which promises a regular income with good service.

So I was in Munich and out of 6 providers that responded back from kaufmich/ladies, 5 said they didn’t offer natural French.

Okay my experience is more in NRW and the Berlin,and Frankfurt area ... Bavaria was allays a wee bit "special"

You are bound to get that response when you are not known. OWO is illegal in Germany and no provider is going to admit they provide it when responding to an anonymous online enquiry. The German police are still setting traps and checking during their (increasingly infrequent) raids on FKK clubs.
Best bet is to pick a provider you like the look of and then negotiate when you get there.

It's like everywhere, you can not insist on it, but negotiate. The "new" law is the legal basis that pimps can not force women to offer OWO. As long as no one does report you to the cops, nobody is interested and nobody cares. What happens in a room with mutual consent and respect nobody cares.

Best bet is to pick a provider you like the look of and then negotiate when you get there

I have already said that, avoid clubs, there you only find flying tarts and shitty service because of " all inclusive" or such crap ,plus the risk of controls. No one cares about the private ladies, as long as everything goes his way and cops have not to come over every night.
The trustable portal is Ladies.de if it comes to private Ladies. 

EDIT : It is really much more relaxed in Germany than in the UK
