As I see it:

1. Poster said he wanted advise on the do and dont's of spending £30k on a month allowance
2. There were several members that stated he should not but did not deride him (me included)
3. There was one poster that said it was 'sad' and 'foolish' and another called him a 'fantasist'

It's your money and if that's what you really want to do, crack on. Presumably you feel that there is a strong enough bond to potentially make it work. I think there is a good chance you might get bored after a while and suggest that it might be wise to rent the apartment for the full time and the girl for a shorter time, like a week initially to see how it goes, then if it's great extend her, if not you can move another girl or girls in. If I was able logistically to be free for a month my choice would be to rent a great place with views, jacuzzi etc. and do a deal direct or with their management and ship in a selection of top agency girls in twos and threes exclusively for a few days each.

yes its possible its a scam. But you have to remember not all the scammers are women. Some are men and some men unfortunately do what she has described!

If i was doing a meet in this way, i would say that i agree to give you the money within the first few minutes of being in the hotel room  and you do not leave the room until our session is finished. If meeting in the bar first and she wants the money before going to the room, i would say no but i will show it to you to prove i have it. Giving it to her before getting to the room increases the chances of YOU being scammed.

I had something similar to this, we met in the Hotel bar, I gave her the money, because as she said, it would be more comfortable, we had a drink, she went to the loo and I never saw her or my money again, I dropped my guard and paid for it, I would be wary that this could be something similar, as many point out always give the money in the room, show it to them, leave it on the side, never give them the money in a pub or restaurant or wherever you are meeting
