I think the question you are asking is the wrong one here.

This issue is about WG's safety, how they perceive themselves to be safe, irrespective of whether it is objectively true or not.

I am guessing here because I do not know. I suspect Leila may be thinking if she advertises an NBA policy it will limit the number of Blacks attempting to see her in Stratford/Westfield. Obviously it will not eliminate all - as we have already seen.

For those who persist to see her, she may well be able to deduce over the phone whether a particular potential client is pleasant or not
