According to the article complaints from locals led to the police raids. If brothels were made legal, the locals could move house instead of complaining. I wonder if the complaints came from women, rather than men. 

''A married couple who built a £3.8million brothel empire has escaped jail after it emerged they paid tax and were allowed to operate by police for 14 years.

Sandra 'Sandy' Hankin, 55, and her husband, Christopher ‘Mark’ Hankin, 57, of Denbighshire, North Wales, earned a fortune running two illicit brothels. 

But after regular complaints from locals both premises were raided by police and shut down in 2016.

The couple pleaded guilty at At Minshull Street Crown Court, Manchester, to keeping prostitution brothels and were sentenced to six months jail suspended for two years. They have been ordered to pay £350,000 or face jail.

The couple's racket 'Sandy's Superstars' was said to have 'flourished' in Northernden and Bury, Greater Manchester thanks to an agreement made with police.''

The complaints seemed to come from one individual who regularly made videos about his complaints to Manchester Police and posted them on YouTube, he also filmed punters leaving the premises. I think he must have been really pissed off about something.

From previous posts on here I believe he used to be a punter who actually punted Sandy herself in the early days when she still worked.

Siam sauna in Southampton area has been going for years and is well known for being a brothel but as far as I know never raided. Residents all know and not all are happy. Bloody great sign in the place so you know where it is. Guess police must get discount there.

Can not think of the name but many years ago there was a well run parlour in Bootle at Canal st. Exceptionally well furnished (a lot of money spent on spa standard fittings and large jaccussi) and in an industrial area. Raided by Merseyplod after a few years trading at the subsequent trial the prosecutor conceded it was well run ....girls paid stamps taxes were paid and rates. I can not remember the outcome but reading the Echo thought the more the owners tried to conform and give girls safe place the more they became easy targets. Difficult to deny involvement if paying taxes and rates

Like anyone in a cash business they most probably didn't declare everything they earned but from what I was told Sandys put them in touch with an accountant who was happy to invent  a self employed business for them.

Of course I'm sure there were some who just pocketed the cash and still claimed whatever state benefits where available.

Think this was in response to an armed raid?

It begs the question why the couple in that report  were both jailed for 15months and yet Sandy etc got suspended sentences.
Or is it that jails are so overcrowded now they are not giving out custodial sentences for this type of offence
