I think it's because RC and Nat.Health et al, are well established and have a reputation to uphold, so they screen carefully and won't work with poor quality SPs.

In contrast, this one works solo, and has been in England for years. And she was getting plenty of calls with just that ad. She'll probably just go to another city, change her name and number.
Edit: Just searched the number and there's a huge string of locations she popped up at. As I'm trying to map out all the local options, I'll have to be more careful, or at least conservative next time.
