Just to add to what scutty brown has said, I'd recommend focusing on posting reviews (like you have been doing to be fair), as that way you'll probably need quite a lot less posts to meet admin's criteria (whatever it actually is - it's something to do with being a good contributing member and reviews are usually the best thing you can contribute, to be honest I think you've been doing quite well so far so you might not be as far off as you might think).
Also note, that while you can't send PMs, you can reply to PMs that you've received, so you could post in a relevant thread and ask the member you want to PM, to PM you first (so you can reply). However do note that most things are best kept on the public forum, especially if it could potentially help others too.
