Depends if the OP is looking for the facilities or the sex

To have sex with like minded individuals the equivalent of a gay sauna is a swingers club, to pickup someone there are pubs and clubs but not everyone is after the same thing.

"Gay" saunas are a completely different setup from the brothel saunas.

Pipeworks etc are all really pick up joints where everyone is just looking to fuck there's no paying anyone etc.  No legal implications at all as no solicitation etc.  No need to see a conspiracy where there isn't one
