While I get the legality issue I don't think other occupants is much to worry about.  Your all there for the same thing.

Yip double booking the flat, had that last week when I saw Honey for the second time.

I agree with TKovac about the legality.  The OP mentions a BSS girl so I would expect that he is used to being in close proximity to other punters. 

The agency have had this flat for a long time.  There is one onsuite so everything is contained in that room, the other bedroom uses the bathroom facilities in the hallway.  If the agency just had a one bedroom flat, that would restrict bookings even more.  They are just trying to make as much money as possible by having both rooms booked up whenever possible.
