We all know parlours are technically illegal but the police burn a blind eye as long as there are no complaints and that the girls are safe and not being trafficked.

But how does that sit with the local council who will be collecting business rates from an illegal establishment?

Massage is a perfectly valid therapeutic or beauty treatment,  and as long as the premises have planning permission to be used for business, and also the correct licence is held from the council (and health and safety requirements are met) then the business is entirely legal.
What is illegal are the sexual activities carried out at some parlours under the guise of massage. The local council could easily stop those by pulling the premises licence. However some councils -e.g. Blackpool are remarkably loathe to do this. There have been rumours of backhanders being paid to local councilors and council management for years. Naturally no-one can prove a thing...

Depending on the size of premises and on whether the business owner has other business premises, the business rates may be discounted completely.

I`m on about the one`s that are clearly offering sexual services, the local councils know that they have them in their area.
Where I live in Oldham, there`s one in the town centre ( The Georgian ) been there since the early 70`s and every man and his dog knows it`s a brothel, i`m just suprised that no one has been complaining for it to be shut down

but so does the Tax man

but they both want the money, Business Rates, Refuge collection (clinical waste), Parking fines (lets face are any of disputing a parking ticket outside a brothel )

Exactly if these places were shut down then potentially more girls would be on the street which is worse for both girls and punters.
While people may object to a whore house being just down the road most punters turn up; punt and leave without causing any aggro.
Surely this has to be better than girls working the street and the resulting kerb crawlers approaching females who happen to live in the area

I think it should be made completely legal, at the moment, parlours rely on a mixture of legal loopholes and the authorities turning a blind eye.
Mind you, it would take a brave MP to stand up in parliament and demand the changes in the law.

If memory serves me right the authorities turned a blind eye to this to get the girls of the streets during the commonwealth games in manchester
After the crime figures where well down in certains areas relating to muggings & rape

As far as I’m aware. A Brothel Offering sexual services as there only one woman working, & another female as receptionist. Also the business must be owned by a female.

The Law is a mind field and various arguments could be put forward relating to circumstances

One woman working for her self is legal, but once someone else is gaining from her working then circumstances change

Controlling prostitution for gain: Section 53 Sexual Offences Act 2003

This offence came into force on 1 May 2004.

Under section 53(1) a person commits an offence if:

    a) he intentionally controls any of the activities of another person relating to that person's prostitution in any part of the world; and
    b) he does so for or in the expectation of gain for himself or a third party

Section 56 and Schedule 1 of the Sexual Offences Act 2003 extend the gender specific prostitution offences to apply to both males and females equally.

"Gain" is defined in Section 54(1) as:

    a) any financial advantage, including the discharge of an obligation to pay or the provision of goods or services (including sexual services) gratuitously or at a discount; or
    b) the goodwill of any person which is or appears likely, in time, to bring financial advantage.

"Prostitute" is defined in Section 51(2) as:

    "a person (A) who, on at least one occasion and whether or not compelled to do so, offers or provides sexual services to another person in return for payment or a promise of payment to A or a third person; "prostitution" is to be interpreted accordingly."

I have been in some places that have notices on saying that you are just paying for the lady of your choice to spend time in the room with you and that anything that occurs between you both is purely between yourselves as consenting adults.

They just say that because it`s illegal to advertise sexual services, same with the agencies, they think it`s some sort of get out clause, but then again, look at the profiles, offers OWO, anal etc, the courts aren`t daft, they will see through it all.
