I would suggest you read the amendments to the rules linked to in the Announcement section at the top of the main board and take particular note of the 'wannabe mods' one.

You have no idea how often he has actually used the site so the length of time he has been a member is irrelevant.

If there is an issue with his lack of contributions one of the mods would deal with it but they haven't.
