When do I get to send and receive messages?

There are several people that have asked this recently and answers given. It's not my forum, I don't pay for it. I don't make the decisions, or have a crystal ball, or expect the owner to answer my dumb questions. You might though, wonder why someone who has put it together out of goodwill, give encouraging perks to someone who doesn't read it. Nod. Wink. dada.
