Definitely. Whitechapel is a strange punting zone.  I blame punter demographics, for whatever reason the more affluent central areas (Chelsea, Bayswater, Paddington, even Old Street now) seem to have more predictable service.  Based on my experience (which is not the consensus) Kama would be reviewed exactly the same and an agency would be charging for her 150-180 ph in Chelsea or Kens/Knights.  Through more carrot than stick the agency would probably have her act together more than Pavel has been able to influence so far.

I've note punted Kama (and was tempted to at one point). But I know the W/G is this area are a very mixed bunch review wise (and from my own experience). Some seem to have a theme of bad habits, IMO.
