Thing is we don't even know if he actually did lend her anything, whether she's even asked him for anything or if she met him "off duty". My money's on the negative there, these girls generally never meet up socially.

As this all seems to have happened recently, I think he might have panicked a bit too soon, obviously she had some issues, maybe he should have given her more time to get herself sorted out.

But I agree with Diehard, thieves shouldn't be tolerated.  If weeks pass and she still won't pay him back, and stops communicating - or starts threatening him - then she runs out of chances and should definitely go on the blacklist.
