Not able to send messages to some other user with out that person messaging me

Hello guys

Please tell me how can I over come this problem, I like a review posted here and I like to connect with him but I can't I get a message saying Your account can only reply to messages recieved from other members, you cannot send messages to other members that have not contacted you before.

What should I do

I should add that the question I asked does require an answer and that soliciting PM messages comes with a ban as in the rules that are linked to at the bottom of every page.
