I'm not sure what they think constitutes refurbished. It all looks the same to me. You could still fall down the stairs because they definitely need repairing.
Every time I'm there I think how embarrassing it would be to need to phone for an ambulance from there. Fortunately they always feel more dangerous going down than going up.

They could very well be as that’s really my bag I didn’t ask for it nor was it offered. Venue still a bit run down but the service your after might be available. Worth a call before you write it off. And if you do go down you can always review for those who want the FBSM service.
