According to wikipedia :

Generally in the UK only brothels where trafficking is suspected get raided.

It’s because the police themselves use them . Look at Blue Belle Suite in Oxford street that’s only about 200 yards from a police station. You can’t tell me they don’t know that’s a brothel

The police have limited resources and so are fairly pragmatic about where they raid. Basically they won't bother unless there are allegations of:
trafficking
underage
drugs
exploitation / harm /enforcement
animals

Don't bother, Scotty... There are police haters everywhere.

The police know where the brothels are and only raid when they believe it's used for trafficking. Close the "respectable" brothels and the scene goes even more underground, where they have even more trouble keeping an eye on it.
