Yep SB, there are. The Piccadilly apartments near the train station are apparently the ones under police surveillance.
The apartments just off Piccadilly Gardens, very close to where all the buses into Manchester City centre terminate seem safe enough. There are always people milling about but once the keypad has been mastered you are inside quickly.
