Its not Chelsea, its Hammersmith & Fulham, and the idea of it is to control the commuter rat runs around Wandsworth Bridge Road.

There is no tube station there, the nearest would be Fulham Broadway or Putney Bridge, both a considerable walk away. Imperial Wharf is a surface line station, go to West Brompton tube station and change. Alternately, bus C3 from outside Earls Court tube station will take you to Imperial Wharf / Townmead Road.
