What you can do is tell Head1 that a member has provided feedback on a way to improve communication regarding important updates/changes to forum users to ensure the highest amount of compliance on his site

1. Push a inbox message regarding important information to members messaging inbox

or if this is not possible due to technical issues

2. PIN the thread created regarding the matter to the top of the forum and leave it for 6 - 12 weeks

The thread that was created was made on the 4th March and its most recent post was on 10th March today is 23rd March

A member who for argument sake had not logged on for a week or so after the 10th would unlikely be aware of the threads existence

Or a member who predominantly uses one area of the form e.g. only goes to Off Topic or only looks at the  Review section would again miss the update

It's just feedback, its up to Head1 to accept it if he sees any merit in it or dismiss if he doesn't
