This is the type of nonsense that really gets under my nose. Okay, so a tent is classified as a "dwelling" - BUT - that dwelling is positioned illegally on that land. The council did not give permission for the setting up of those "dwellings" in Park Lane. Therefore, they are illegal and should be removed. Try parking your car there for a few hours and the council will soon have it removed and you have to pay £££ to get it back, and prove that it is yours and prove your identity etc etc before they give you back what is yours and after they've taken at least £200 from you. The reality is that the car owner can be fleeced for money, but these (illegal??) Roma gypies have nothing to give to the council except a headache, so no one wants to do anything.
