I won't mention the names of establishments (because of the law) but there's several "party clubs" in Berlin at least where you'll get OWO (and CIM by the way occasionally) at no extra cost but it'll depend solely on the girl and sometimes on "chemistry" between you two.

I can confirm it still exists in some places. For instance, was in Leipzig a couple of months ago, and can confirm that one of the main local venues, East of the city, offers it as a rule. I would even assume all girls provide it - assuming you pay the +20€ for it. But then the hourly rate is 110 or 120, so that's still way cheaper than in London or Paris. Rather than go in to the place, there was a notice boards with photos and names then a buzzer system like in an apartment. The girl who I can't remember her name, came to the door to let me in.
