You've summed them up yourself there. They offer poor services because they're at the cheap end of the market. The reason (economic necessity, hardship) isn't the issue here. More often than not Romanians = shit service. Thats the issue here for punters.
Hungarians are evidently far far better.

You are missing (or choosing to ignore) my main point about the
per capita issues: That is, that your shared (in some quarters) xenophobia is based on blind prejudice; not a combination of considerations such as logic, percentages, averages, experience, empathy, humanity or careful thought etc etc etc
