When you eventually connected with her, she must have thought you wanted to cancel the booking or your tone set off some alarm bells and she no longer wanted to see you. You should have left negative FB on aw, informing the hotel doesn't help. Think of other punters after you who made a booking and came to the hotel on a wasted trip only to find she's no longer there.
She is clearly in the wrong here but your solution didn't help either party. You could have asked her to see you later at a heavy discount for the inconvenience for example.
