He may have an idea that is clearly naff (nobody is ever transferring £10 to you so you can punt with) but I do think there is a gap for some sort of TOFTT request thread/list/system.

Example (I havent given it a lot of thought and I can not be arsed manning this)

Names added to the list have to have no previous reviews on here.
For every 1 name from the list you punt with and review you can contribute 2 more to the list (Encourages people to punt from the list).

Part of the reason I dislike TOFTT'ing in general* is because the information you gain isn't enough compared to the cost of a shit punt. If you create a team of punters then pretty quickly the information gained outweighs the cost of 1 poor punt. Like you can see from this thread that there are maybe 5-6 punters seriously interested in booking this girl but for each one of them individually the risk makes little sense. However if all those 5-6 reviewed girls that each wanted info on then you gain info on all those girls as well, potentially setting up a good next punt.
