Police could get a court action closing them immediately on safety/public nuisance grounds, but hard to see how they can enforce a months notice. Have you got any more info?

Agreed, when police close a place down it is almost always immediate.  They are either breaking the law, and so get closed immediately, or they aren't.  Sounds more like some kind of council enforcement notice.
