Backpage and Craigslist were 'done' by the US Government and cases against owners of the two sites, including promoting trafficking. They'd have done nothing without government intervention. Gumtree changed their massage pages and run a checking system to weed out sex ads. - to avoid being nicked in the USA. AW will do nothing and nor will Vivastreet unless jailing and POCA is a threat.
Don't think it's just smaller, odd looking agencies. Any agency specialising in EEs and 'Russians' must be suspect. The first agency to be done, in the early days of this site's predecessor, was large, glossy and reputable - except it wasn't. They'd held the girls by keeping their passports and organising their apartments, around Kensington, Bayswater, etc. The owners were prosecuted. Older members, from those days will remember it happening. We know about the forced performances, of the 'Thai stars', that some reminisce about, too and the drug and alcohol problems some ended up with.
I'd be suspicious of the big Russian one, in London, that supplies mangoes and kiss tests.
