The suggestion of sending someone a few items of junk mail is hardly harassing someone really is it, I probably get 7 or 8 items of junk mail every week as it is

Just move on, so do we just let people rip other people off left right and centre 
May as well get rid of the police then eh, shoplifters; thieves and muggers all over the country will be pissing themselves laughing if nobody reports any crime or if the police tell victims of crime "Just move on"

No it isn't but it's the first step, then when they don't feel they have been 'compensated' enough because it was only a bit of junk mail they step up to the next level, and the next,  and the next till we really have a problem and it's full on harassment and stalking.
Sadly the poster who suggested it has a history of suggesting nasty litte bits of retribution against women for supposed wrongs, he's delusional and frankly dangerous.
But it's only a bit of junk mail so it's OK yeah?

Well actually that does seem to be what the police do in the case of burglaries. They don't bother investigating them. They text you a crime number so you can claim on your insurance and then close your case after 2 days.

I googled the address and a local authority report of crimes committed in the area gave me her full name from her address. Further google matched the name to the face. (Note crimes she had committed).

Nothing wrong in reporting it to the police. They may have had other reports being made against this SP for similar goings on.

This did make me think because that is a reason I would give an SP for reporting a robbery, assault, harassment. Sometimes the person has done it before, or subsequently does and reporting can help build a picture. I have consulted with the police when there hasn't been an out-and-out case but then the person's next move means the police can act. On the other hand a well known punter scammer known for obtaining services by deception, was well known to the police, numerous reports but they just could not act because he did not quite cross the boundary of the law. Harassing her however could land the OP in trouble.

This takes away from the fact that any correspondence sent to someone on a frequent or infrequent basis,  irregardless of the contents can be harassment,  if that correspondence is unwanted and intended to be used to maintain a presence in someone's life that is unwanted

However when you analyse it, this girl wasn't scamming. She simply sounds like a girl with drug (coke?) habit whose paranoia got the better of her when the OP turned the light off.

What exactly has this comment got to do with the topic being discussed. You are coming across as one of the ones who would prefer it if SPs weren't allowed and there are still a few of those lurking around.

As far as the rules are concerned you don't decide if a post is in breach of them, mods do.
