You want a busy large upmarket bar
Usually tacked on to a pukka hotel
Look for an elegant fittie on her jack at the bar [when you wouldnt expect her to be]
Who is paying attention to the room & will likely be sitting where she can survey who's coming & going etc & catch people's eyes
She'll be at the bar rather than a table so if you get the look / 'come on' its easy to engage in convo *
Order a drink from next to where she is, "would you like one too ? blah blah"

I do like it abroad as you mention where you do have to make some effort, however the odds are heavily stacked on your side
