It is not yet an offence to 'attend' a brothel or sex party as a paying punter, as long as none of the girls were coerced or underage. It's not an offence for a girl to sell sex there either.
It's the pimping that's an offence, so 'Managing a Brothel' and 'Assisting in the Management of a Brothel' are the relevant offences, that is organising/running and profiting from it.
It was reported previously that the pimp here would get his kit off and join in the party, so it is possible that the Plod had difficulty in identifying the management if everyone was naked, so needed to establish from all attendees whether they had any hand in the organising of the party. Though you would imagine that if they had done their homework properly they would already have identified the players and just a matter of catching them in the act.
The reporting doesn't say anything about arresting the punters, there were only 3 arrests, but just mentioned questioning (presumably onsite) as witnesses, but as I said previously, the plod should have got enough on the organiser before this bust, so as not to have to rely on unwilling, unhelpful witnesses who may know little or nothing.
The 16 questioned would also presumably include the girls working there, who may well have known a bit more about the set-up, but as they weren't committing any offence being there, they were also let go without arrest.
