She absolutely is a racist, there's no two ways about it, her actions are the textbook definition of racism. Of course it's absolutely right that she has the freedom of choice and in this case, the freedom to be racist.

Nonetheless, there are levels of racism/how serious it is and a WG choosing which races to see is clearly at the bottom so I understand why you're reluctant to call her racist, since that's usually associated with more serious stuff.
