I agree with Dani on this.  A healthy woman should not smell bad on her period. I do notice that women on their period do have a different smell, but it is not an unpleasant smell.

I did not think that BV had anything to do with hygiene but was caused by a PH imbalance, I may be wrong. I personally don't think women smell bad when on their period.

The use of anti-bacterial products in the vaginal area could very well cause BV and a fishy odour. Harsh agents and or anti-bacterial products can upset the pH balance which keeps harmful organisms in check.

A mild solution of plain soap and water is the recommendation for cleansing this area.

Yes BV does reflect their hygiene as it means they wash too often with products like normal soap or shower gels or even douche too much.
I am a woman so I do know that the odour from a period is not fishy at all unless she also has BV when on her period.  Yes it is a different odour to the normal smell due to blood being present but that is what the odour is. Blood mixing with the natural smell. So it is different but not fishy.  The fishy smell is only from BV.  Those friends of yours who complain need to tell their partners to get their BV treated as it is not normal to smell fishy when on a period unless of course they have very bad hygiene and are not changing their tampons often enough and are leaving them in far too long which will give an awful odour as they should be changed every four hours or so

I use norethisterone so I don't get one.  IT comes in handy not having to worry about it and to know that there will never be accidents and I can pick and choose when to stop taking them and have a week off.  (I could not work during period as feel like shit and far too grumpy)
