The rule was only introduced about a year ago (perhaps a bit longer) so there will be numerous reviews prior to that which don't comply with the rule and admin hasn't applied it retrospectively.

The reason for not allowing multiple positives in 12 months is, I presume, to prevent what is essentially one person's opinion (albeit based on multiple meets) having such a significant effect on a WG's review count. It also helps to reduce the ability to tout or the temptation to tout/be fluffy.

The rules still encourage people to add comments to their previous review. If the comment is written like a full review then even better.

This review won't be deleted, admin will just merge it with your previous review thread. I've reported it now.

Edit: Or he'll just move it to the discussion section as he has here (presumably because the subsequent comments in this thread would be odd/confusing if it was merged).
