The Sauna businesses in Edinburgh were given carte Blanche to sell sex. This goes back to the 1980's when an AIDS epedemic was predicted. Medical experts, the police and the procurator fiscal's office signed an agreement to licence saunas with the agreement that safe sex was provided . As long as condoms were used, there would no clampdown .
Hence the number of licensed brothels operating in Edinburgh .
Police Scotland tried to prosecute sauna owners around 3 years ago, lawyers acting for the owners managed to find the document and a sheriff ruled all charges to be dropped . The blind eye approach will continue, giving punters the reassurance that police will not harass them or worse, arrest them and the girls / owners.

Fair point , it was secret as it wasn't made public . It was signed by police, politicians and prosecutors but not common knowledge outside the 'industry '

Strictly speaking whoever signed such an agreement that included condoms must be used according to the OP were breaking the law, as the saunas were/are brothels if they offer sexual services of course and thus illegal. But I assume new people have now taken over so the ripping up of previous agreements.

I have no idea why a police officer would be stupid enough to sign such an agreement, they don't need to, they can just agree verbally that such places can operate and then cant get done later for breaking the law.

The informal blind eye arrangement was well known locally but the likelihood of the police signing a written agreement is just another piece of fantasy pish by The Daily Record, possibly the worst "newspaper" ever.
