I looked at Baku, seems prices are similar to dubai.
Only perfunctionery internet search by me, by no means extensive.

I've been to Baku multiple times and our movements were quite closely monitored, going out punting would be absolute insanity under those circumstances.

That's not to say I didn't get lucky with civvies but on reflection they may have just been WGs anyway.

Have staged through atyrau  on the way to the back of beyond.
Always some available in the hotel sports bar. Price at the time was $100 for 2-3  hours.
Trick is to discretely ask reception for a spare key card then pass the room number to the wg. She then makes her own way.
Tbh, mainly amateurs making a buck or two, but have had some awesome experiences with some stunning professionals
