In the past you might see it used for someone who was not very tall but perfectly proportioned.
As opposed someone who has dwarfism.

I would suppose there would be different ranges for different nationalities, as asians tend to be generally smaller than us in the UK. But apart from the term used, you'd be correct in the uk, 4'10 and below is considered dwarfism in the uk.

Have I ever shagged a dwarf/midget/hobbit/whatever PC term no I went on a date with a girl who was 4"10/5" I was surprised how short she was due to me being well over 6ft I had to proper bend down to give her a hug didn't see her again. In dating my cutoff is 5"6 really short, petite girls aren't my thing.

Midget is an English word, one of the meanings of which is “a person of exceptionally small stature”.  Some people may find it offensive but it’s not inherently derogatory.  Personally I find PC terms like PORG more offensive, but that’s just me.

There’s no official term for short people, or even an agreed height at which this would apply. Dwarfism is medically defined - but it applies to people that are of short stature resulting from genetic or medical conditions (applying to those under 4’10 for those reasons).  There’s no medical term for people who are just short with otherwise normal bone, etc development.

First of all, you don't know if you have offended vertically challenged people. They may be not around today or just keeping quiet and don't want to cause a fuss.

People have always been offended, it's just that the offenders were in the majority and the offended were oppressed the minority.  The rules prevent racist and homophobic speach on here.  I'm old enough to remember such speach on mainstream media, particularly comedy.

If we're going to protect speach based on race and sexuality, why not extend it to the other groups. 
Why would you want to encourage hate speach against the disabled? 
Especially once you're aware it's hate speach!

Dwarfism isn't classified as a disability in the UK, perhaps some dwarfs may be offended at your suggestion that they are disabled 

I'm not having a go at you but it does show that political correctness can also be a minefield even for those who are trying to do / say the right thing, I guess we should take from this that none of us are Snow White
