Businesses use 'loss leaders' from time to time, especially new start-ups
Its not hard to figure that punters, like most people in everyday life, have some idea of pricing
So you can see when a particular burd could be charging more perhaps but doesn't do this. Well not for a while
For example a couple of good reviews on here or the burds mobile going bonkers can see the pricing heading north
This can be overcooked sometimes then it heads back south
Me thinks the 'klevva' hookers test this out to see what the effect is
I try & make as much money doing what i do so i don't see why hookers should be any different

But as an escort starting out with no feedback and no reviews, I know I did set my prices very low at first, simply because I knew very few would take a chance on me and see me. It wasn't the price I really wanted to charge, but like any new business, you have to build up a reputation and offer some sort of incentive for people to take a chance on you. So it could just be they are still building up their reps and have lower prices to begin. Once you have a good client base and a good rep, then makes sense to set price at similar/competitive to others in your area.
Others may get very busy and popular and then decide they can charge more - it's just basic economics of supply and demand.
