I don't think we disagree about DD. His argument is that it was the protectionist policies of the Tudors that allowed British industry to develop. (If you've come across anything by Ha-Joon Chang,  he argues it's the same in the modern era, with Korea's policies of tariff protection and subsidies boosting companies like Samsung when they were starting in the electronics industry.)
