As many have said, the escortscene in Riga has gradually become worse over time. If you are willing to spend some time looking for contacts on internet, you might get lucky, it's still possible to find amateur girls.

Been living in Latvia nearly 2 years now. Not a good place for the hobby. P4P options very limited. Lots of scams. There are girls who advertise but quote prices around 150-200 euros for the hour. At times you can find Russian or Ukrainian providers at reasonable prices, but they tend to be bad service. I've only had two good experiences in the time I've been here but these girls move on to other cities because they come as tourists.
Tinder is terrible. Half of the matches are scammers who will lure you into tourist trap bars in old town. Next thing you know it's 200 euros for a few drinks. They will usually chat on Tinder and arrange to meet by Laima clock which is a popular meeting place. Other trap is that girls have an arrangement with expensive restaurants and get a cut if they take you to certain restaurants. If go to see a tinder match and if she insists on a specific restaurant than watch out she's a scammer and no way you are getting laid. Insist on an ordinary bar for a drink outside old town.
And watch her reaction. If she's genuine she should come along. I've had good times with ordinary girls on Tinder who aren't scammers.
Also some of them girlfriends I've made say foreigners here have a bad reputation among the locals. Girls don't want to be seen with a foreigner, Brits, Germans, Yanks etc. because it's a small city and people talk. Also many girls have moved abroad to other EU countries earning bigger bucks. There are exceptions of course but unless you have a lot of time forget Riga and all the Baltics in fact. Hope this helps.
