As i understand it. members have no automatic rights to PM. You are given it when the Mods think you deserve it based on contribution and behavour etc.
You can however respond by PM to anyone that has PMed you.
As southcoast explains, new members do not have access to PM when they join. Build up your credentials on this site and PM facilities will automatically be granted to you.
In meantime you can reply to any PMs which have been sent to you.
Just a slight correction, Mods have no say in granting anyone the PM facility. It is based on criteria which Head1 has set. These details are not publicised.
