Yes it is the norm.
Many girls are on many agencies.  I believe a few agencies are the same outfit operating under different names, but many girls work with agencies who are not connected.

I have not seen agency girls before for two reasons.
I get the impression the photos are heavily air brushed and the girl may not be as attractive and secondly services are not advertised so how can I make sure I am not ripped off.
