Obviously Nottingham police have solved all the other crimes in Nottingham, sorted out the drug Barron's, burglars, car thieves, shop lifters etc etc.
So that now the Police can pursue people who haven't technically committed a crime. As the responsible officer states "because he thinks it's wrong".
