Escort agencies are perfectly legal as Davie says, it's the ones that don't pay tax that get into trouble or the ones that pimp and coerce.

There's loads of things associated with running an escort agency that are illegal like making money from prostitutes but prostitution itself is legal, the more 'legitimate' you make the business as far as tax etc is concerned the more they leave you alone.
