and its not Romanian - Transnistria is a part of Moldavia which declared independence in a Russian back split. The Russians illegally occupy it as a military jumping off point with which to threaten Moldavia in case they ever decided to join the EU or reunite with Romania

forgot to add - it also gives the Russians a base from which to threaten Ukraine from the west, or even cut road links to Ukraine
