Transnistria is a de facto independent state but it is internationally unrecognised. It was part of Moldova before they fought and won a war of independence in 1992. The Moldovan government still claims sovereignty over it. Its currency is indeed the Transnistrian ruble. I would say this profile must be some kind of very strange scam.
