Is it because they’ve recently left home, in a new town, not so worldly and eas(y/ier) to exploit?

You clearly don't know students if you are writing that. From experience and being a student myself in 2010's, I can tell you being intelligent got nothing to do if you go to a University or not. And on top of that most of student's I known and what other members have pointed out aren't more clever than a person that never gone to Uni. And 8/10 times student will be opinionated in an uninformed, indoctrinated in WOKE thinking views and think they are better than someone who has no degree. Do you have any evidence for the above claims? How are grants and bursaries (which are as rare as hen's teeth) relevant? Also "side hustle to pay off loans" sounds like desperation to me - what loans are you talking about? Student loans don't have to be paid until long after the students graduate, so a student who is under pressure to pay off a debt is not paying off a student loan and is likely in a desperate position.
