When you increase the bore of the pipework there'll be a pressure drop unless the pump works harder. So when blood vessels are dilated the heart will have to beat faster to maintain blood pressure. And yes of course, if you open the blood vessels in the cock it will get hard/harder.

Think of it. Pump can output a given pressure for a given rate of pump rate.
So pump has a pipe connected of a small diameter. Flow rate for a given pump ourput is "x"
Pump now has a bigger pipe connected so pump can either increase flow rate/ammount for the same pump rate or the pump can slow the rate to maintain the given flow rate as what the smaller internal bore pipe would allow.
The pipe as its bigger has less flow risistance:)
Thats how blood pressure reduction works the arteries dilate, ie get bigger so the pump (Heart) does not have to work so hard hence the reduction of blood pressure.
