Just because someone wants to give a gift, if doesn't mean he's after a girlfriend. What's the big deal if he wants to do something nice for someone he's seen quite a few times over the course of a few years? Flowers can also be very cheap so it's not like he's spending much money on this gift.
However, when I saw the title I thought . If someone wanted to give me something for my birthday, I'd be happy with a bottle of wine we could share in the meeting. Flowers are terribly cringeworthy.
